[alternate title: The Devil is in the Details]
Our paperwork had been hung up at the POJ for a while and it turns out there is a fairly significant problem with Mai's dossier. A newspaper announcement must be published for every orphan giving any family member 30 days to come forward and claim the child before they are eligible for international adoption. Mai had been advertised back in January. However, someone along the line made a mistake with the date and place of abandonment, and it was published incorrectly. There is also a discrepancy between the place of birth on her birth certificate and in her dossier. The dossier gives a very detailed account of what happened to Mai from the moment of birth to the time she was transferred to her current orphanage. Parts of her dossier read like a UPS package-tracking report. Other parts are very poignant, including her belongings when she was transferred to the orphanage (10 sets of swaddling clothes, cap, socks; 1 half-finished bottle of formula; 1 milk bottle), and how she was transported from one of the hospitals (by car, held in the arms of hospital orderly level 1). The other part of the dossier that jumped out at me is that the director of the orphanage offers "Daniel Curtis Schmidt and Barbara Michele Schmidt" as the "foreign adopters" for Mai.
So, they need to re-announce Mai for 30 days to see if any family will come forward. This is going to set back our adoption process for 30 days, since the rest of the paperwork can't go forward until this 30 day period is completed. Hopefully they will quickly work out the other discrepancy between her birth place listed on her birth certificate and in her dossier.
